Commitment Title
Establishment of an Integrity System
Problem
The effective operation of the Ethics Officer and the Ethics Committee is important from the point of view of the full institutionalization of the ethics and integrity system in Yerevan Municipality, which is in line with the paragraph 3.16. Full institutionalization of the ethics and integrity system in the State system of Appendix 2 (Pillar 3: human resource management and public service) of the RA Government's May 13, 2022 Decision No. 691-L "Strategy of public administration reforms, roadmap and result framework for 2022-2024, on approving the list of persons providing coordination and strategy implementation control". One of the prerequisites for the effective implementation of the integrity system is to provide the necessary knowledge and skills to the integrity officers and to the municipal employees of Yerevan Municipality.
Status quo
Currently, the Yerevan Municipality has a integrity specialist, but the system is not fully implemented, and the employees have not passed awareness and training courses regarding the system.
Action
Organize series of trainings on the conduct of community servants for municipal servants of the Yerevan Municipality (including for the employees of administrative districts), members of the Ethics Committee of the Yerevan Municipality, and integrity officers in a phased version.
The Stages of Verification and Measurement of Commitment Performance are:
- Implementation of thematic and practical courses in cooperation with the Human Resources Management Department of Yerevan Municipality and relevant CSOs, NGOs.
- Implementation of thematic verification tasks among community servants, through which it will be easy to find out the effectiveness of the implemented courses.
- Evaluation and development of a periodic evaluation mechanism based on results.
- Creation of an electronic tool for assessing well-being.
- Development of the first phase of educational modules, guidelines.
How will the commitment contribute to solving the public problem described above?
The main goal is to introduce integrity system in the Yerevan Municipality which will improve the degree of integrity of Yerevan Municipality community servants, the integrity abilities of Yerevan Municipality community servants, as well as their perception of integrity.
