Problem
Energy is an essential element for decent living conditions for the population. However, the municipality of Yoff faces energy inefficiency due to a dependence on non-renewable energy sources and a lack of local production. This situation leads to high bills, financial pressure on the municipality's resources. It also limits resilience to disruptions in national supply. Analysis of electricity bills revealed that energy consumption at the town hall, schools and health centers is very high and is explained by the waste made by users of these public services. To remedy this, the municipality has decided to begin an energy transition, focused on the diversification of sources and the promotion of renewable energies, particularly solar.
Status quo
The lack of energy diversity in the municipality of Yoff is a major obstacle to economic and social development. Indeed, the weight of electricity bills is heavy on the municipality's finances, which limits the resources available to finance investments in other sectors such as education, health and other public services. This situation creates a vicious circle: high energy costs with a bill amounting to (3,000,000 CFA francs per month compared to 1,000,000 CFA francs per two-month period at the town hall level) lead to a reduction in the budgets allocated to other sectors, which hinders the improvement of citizens' living conditions, thus slowing down the economic development of the municipality. To break this vicious circle and initiate a real economic take-off, the municipality has decided to diversify its energy sources. The use of renewable energy, such as solar, will not only reduce electricity costs, but also free up funds to reinvest in sectors that are vital to the population.
Action
The objective of this commitment is, on the one hand, to reduce the municipality's electricity bill to enable priority sectors to reabsorb this gap in terms of investments and, on the other hand, to strengthen energy autonomy and promote sustainable solutions that respect climate commitments. The implementation of this commitment will concretely involve the establishment of solar energy in sectors that consume more energy, such as schools, the town hall, health centers and places of worship.
This commitment will ultimately save resources to finance local development, equitably improve the well-being of residents, and promote an environmentally friendly energy transition, while strengthening local energy governance. It also includes a major awareness-raising component to encourage people not to waste energy in sectors not yet covered by solar power.
How will the commitment contribute to solving the public problem described above?
The implementation of the commitment will significantly reduce energy costs in Yoff's public infrastructure, such as schools, the town hall, health centers, and public lighting. This reduction will allow the municipality to reinvest the resources saved in priority sectors (education, health, etc.). The use of renewable energy will also strengthen Yoff's energy autonomy while raising awareness among the community about sustainable practices. In addition, the commitment is part of achieving SDG7 "ensure access to affordable, reliable, sustainable and modern energy for all". These energy diversification projects will be monitored and evaluated in a participatory manner. In addition, citizens will form a monitoring committee to report any malfunctions relating to public infrastructure in their respective neighborhoods and will thus be able to share ideas for improving access to energy on the citizen monitoring and alert platform created on WhatsApp and which brings together 1,025 members.
