Commitment Title

Implementing the School Participatory Budget

Problem

Low level of involvement of children with special educational needs in decision-making, low lewel of knowledge of project management and budgeting, and untapped potential through creative projects.

Status quo

Euro 15,813 was allocated from the budget for the implementation of projects for 12 Zviahel community schools (School Participatory Budget). With the support of the Council of Europe, 3 training sessions on the organisation and implementation of school participatory budget were held. A total of 264 students took part in the trainings.
The main stages of the competition were: formation of a student group at the level of a general secondary education institution, formation of a competition commission at the level of a general secondary education institution, writing and submission of projects by the authors, conducting an awareness-raising and promotional campaign, analysis and evaluation of projects by the competition commission and revision of projects by the authors, formation of a register of negatively assessed projects and projects allowed to vote by the competition commission, entering projects selected for voting into the electronic database.
94 students wrote 53 projects and 38 were allowed to vote. All projects were entered into the School Public Budget electronic system, where they could be viewed by anyone. Students in grades 6-11 received QR codes and were able to vote.  A total of 2111 students took part in the voting.
The participants, aged 13 to 17, who took part in the development of school participatory budgeting projects, represented the community of Sindelfingen (Germany).

Action

Implementing the Inclusive School Public Budget (SPB-2.0):
- Updated Regulations: The Zviahel City Council approved an updated regulation for the School Participatory Budget, incorporating adaptations and modifications to accommodate the needs of children with special educational needs.
- Inclusive Participation: Children with special educational needs actively participate in the School Participatory Budget process.
- Mentorship and Training: Student group members, along with certified teachers, provide training and mentorship support to project teams.
Training and Education on the School Participatory

Budget:
- Teacher Training: Conducted training sessions for teachers and student group members in the Zviahel community.
- Expanded Training Capacity: Increased the number of trained teachers and students who can provide training and mentorship support for the School Participatory Budget in  Zviahel   communitie.

How will the commitment contribute to solving the public problem described above?

The updated Regulation on School Participatory Budget was approved by the Zviahel City Council and contains an adapted and modified process and tools for children with special educational needs.

The average level of children with special educational needs involvement in various roles of the School Participatory Budget is at least 70%.

The level of knowledge and skills of schoolchildren on the topic ‘Democracy: the basics of civic participation’ will increase by at least 30%.

Students benefit from the results of implemented projects.
