Open Government Leaders Unite to Address Critical Challenges in the Americas

Brasilia, Brazil Leaders from across the Americas convened in Brasilia this week for America Abierta 2024, the region’s premier event for advancing open government and open data practices. America Abierta brings together events like AbreLatam, ConDatos, la Conferencia Brasileña sobre Periodismo de Datos y Métodos Digitales (Coda.Br), la Semana Datos BR y el Encuentro de Gobierno Abierto. The gathering convened more than 1,200 participants, including government officials, civil society leaders, journalists, and advocates, to tackle some of the most pressing challenges in the hemisphere, such as strengthening democracies, climate resilience, inclusive governance, and anti-corruption reforms.

Over the course of 50 sessions, workshops, and high-level dialogues, participants exchanged ideas and shared innovative solutions to foster transparency, accountability, and citizen engagement. The event underscored the importance of collaboration between governments and civil society to address shared challenges and improve democratic outcomes.

This year, special attention was given to countries in the region that submitted ambitious commitments as part of the Open Government Challenge, an initiative aimed at driving transformative reforms. Notable examples include Brazil enhancing CSO collaboration in the public procurement of federal infrastructure projects; Chile implementing a co-created, national public integrity strategy that focuses on over 200 measures to promote beneficial ownership transparency, public participation, open contracting, and budget transparency; and Colombia ensuring the public can understand what the Constitutional Court does and how its rulings can help protect their rights. These commitments exemplify the region’s leadership in using open government principles to address urgent societal needs.

At the heart of the discussions was a new Independent Reporting Mechanism (IRM) report by the Open Government Partnership (OGP), which chronicles Brazil’s 13-year journey in open government reform. The report highlights Brazil’s leadership in promoting access to information, civic participation in policymaking, and how local and state administrations have deepened and enriched open government practices.

Sanjay Pradhan, CEO of the Open Government Partnership highlighted that OGP can serve as an antidote to the most challenging trends the region faces because courageous reformers and activists – including many of you here – are advancing reforms that build citizen trust and renew democracy.   In his opening remarks, he highlighted that reformers in the region “represent the vibrant heart of OGP. I have been tremendously inspired by your courage and commitment, and I will carry your inspiration in my heart. Today, more than ever, we need your courage, commitment and collective strength to defend our most cherished values of democracy and openness that are under threat.”

The event also looked ahead to the global open government agenda, with an announcement of two major OGP regional meetings in 2025: the Asia-Pacific Regional Meeting in Manila, Philippines, and the Africa Regional Meeting in Nairobi, Kenya. These convenings will continue to advance cross-regional learning and collaboration, solidifying OGP’s role as a platform for impactful reform.

America Abierta 2024 has once again highlighted the critical importance of open government principles in strengthening democracies across the Americas. As the region faces mounting challenges, the spirit of collaboration and innovation showcased at this event offers hope for a brighter, more inclusive future.
