Carlos E. Jiménez (@estratic) is a Computer Engineer with a MSc. on Information and Knowledge Society, and Postgraduate degrees on Information Systems Management, e-Government or Law & ICT. His main interests are focused on Open & Smart Government, e-Justice and Interoperability. Carlos has the professional recognition of “IEEE Senior Member Grade”, for technical and professional excellence.
He has experience in innovative and strategic projects related technology adoption in public organizations –a field where he has been working since 1991. In the last eight years he has been working on the design and implementation of the e-Justice system of Catalonia, a project that has been prizewinner by the Judiciary for several times in Spain.
He has participated in strategic projects at national and international level, as the International Collaborative Mechanism on Public Software (IADB, Red GEALC), the e-Government Ibero-American Interoperability Framework (CLAD, ratified by 21 countries), or the e-Government Interoperability Guide (Brazil). He has also participated in research at national and international level.
Appointed by IEEE Smart Cities Committee as speaker for the 2014 ITU/UNESCO Forum on Smart Sustainable Cities, Carlos is founder and chair of the IEEE e-Government initiative and nowadays he leads the IEEE Cyber Ethics initiative.
