The IRM is an independent body guided by but not directly accountable to, the Steering Committee of the Open Government Partnership. An International Experts Panel (IEP) directly oversees the IRM.
The IRM produces reports that assess the design and implementation of the commitments adopted by OGP participating governments in their country action plans.

As a co-founder of OGP, the United Kingdom has been a global leader on open government and anti-corruption efforts, implementing four open government action plans to date. However, the Independent Reporting Mechanism (IRM) has completed its review of the UK’s most recent action plan, finding that it has failed to meet minimum standards that are required when developing an OGP action plan.
This year, OGP’s Independent Reporting Mechanism (IRM) started rolling out the Co-Creation Brief, a new product that shares lessons from past action plans and open government practice to support reformers in co-designing ambitious and feasible commitments.
The new report from the Independent Reporting Mechanism (IRM) highlights the main results and key successes of 68 commitments implemented by 12 OGP Local members between 2018 and 2021 and offers a glimpse of the challenges and lessons learned.
