Request for Proposals: OGP Co-Creation Explainer Videos

The Open Government Partnership (OGP) is seeking professional services to create five 90 second explainer videos using illustration and animation. 

The selected Vendor will help OGP develop a series of videos to explain the organization’s processes and other aspects that highlight its value proposition. The final product will be used for instructive purposes and showcased at workshops and webinars and will also be shared on all OGP media channels including but not limited to the OGP website, social media accounts, media, and publications. The successful vendor is required to have extensive experience in art design, 2D animation, and the ability to communicate complex ideas and processes in an engaging way.

The Open Government Partnership (OGP) is an organization of reformers inside and outside of government, working to transform how government serves its citizens. In 2011, government leaders and civil society advocates came together to create a unique partnership—one that combines these powerful forces to promote accountable, responsive and inclusive governance.

Seventy-seven countries and a growing number of local governments—representing more than two billion people—along with thousands of civil society organizations are members of the Open Government Partnership (OGP).

OGP is looking for a video animation service provider to produce five 90 second animated videos explaining OGP main processes. The goal of the video is to support training of government officials and civil society organizations on OGP main processes and rules. 

While the videos will be led and created by the selected vendor, OGP will provide the basic illustration, rough script and story guideline working with the animator(s) to ensure clear and concise messaging and appropriate artwork and animation to communicate concepts, data, and narrative. OGP will work with the animation provider to identify the most effective creative direction to achieve the video’s objectives.

NOTICE TO CANDIDATES 

This RFP is an invitation to bid, not an offer of contract.  Bidders must submit a response that complies with minimum requirements contained herein. All submitted information will be considered for content and application and acted upon at the discretion of OGP.

OGP reserves the right to: 

  • Make the selection based on its sole discretion; Reject any and all proposals
  • Issue subsequent Request for Proposals
  • Postpone opening proposals if necessary for any reason
  • Remedy errors in the Request for Proposal process
  • Approve or disapprove the use of particular subcontractors
  • Negotiate with any, all, or none of the vendors
  • Accept other than lowest offer
  • Waive informalities and irregularities in the proposals
  • Enter into an agreement with another vendor in the event the originally selected Vendor defaults or fails to execute an agreement with OGP
  • Elements and/or tasks may be added or deleted at the discretion of OGP pending negotiation of the Scope of Work and compensation
  • Cancel this RFP in its entirety at any time prior to final agreement award 
  • OGP assumes no responsibility for “late proposals” and it is the sole responsibility of the consultant to ensure that the proposal is received at OGP prior to the due date
  • No faxes will be accepted
  • Late response, including responses postmarked before but not received until after proposal due date, will not be accepted. 

CRITERIA FOR EVALUATION AND SELECTION PROCESS 

All applications will be evaluated and rated based on the applicant’s demonstrated capability and experience in providing professional illustration and video services to organizations to OGP. The applicant’s qualifications will be evaluated and graded by OGP staff and leadership in an objective, comprehensive manner. OGP reserves the right to find any applicant qualified or unqualified to perform the duties outlined in the Scope of Work section. 

The evaluation criteria will be applied uniformly and equally, ensuring partners each have an opportunity to be fairly considered. The evaluation process will be conducted based on the following criteria: 

  • The Vendor’s technical capability to successfully meet the objectives, deliverables and outputs set forth in the RFP, including:
    • Ability to create animated illustrations of urban and rural landscapes, systems of trade and economic growth, people and communities, and other elements. 
    • Ability to record, produce, and edit as part of the video character or narrator voice(s) 
    • Experience representing different regions, people, culture, demographics, geography, that accurately and appropriately represent the cultural diversity of OGP countries. 
  • Pricing competitiveness of the proposal 
  • Letter of commitment/intent
  • Client References/Past Experience
    • Vendors must provide OGP with three examples of past video animation productions they have directly designed and implemented. Examples must demonstrate specific competency with developing and producing video animations and infographics, or competency in the proposed methodology, for video infomercials. The information for each past performance example should include: 
      • Activity Title
      • Description of methodology approach used 
      • Location
      • Client’s Name 
      • Names and Contacts of Client’s personnel for reference check 
      • Total Cost 
      • Starting and Ending Date 
      • Agreement Vehicle (purchase order, grant, contract)

PROJECT COST ESTIMATE

Budgets should not exceed $10,000 in total.  Budgets  should include all details that are required for this project, including  staff  time, equipment,  editing services, product delivery, etc. Travel is not required for this project.

All Vendors are required to quote costs in U.S. dollars (USD) as the contract will be paid in USD. Payments will be issued as stated in the final contract and OGP will not be responsible for any fluctuation in exchange rates. 

OGP will not reimburse for pre-award costs. This is considered the cost of doing business and will be the responsibility of each prospective Vendor.

INTENTION TO BID AND RFP RESPONSE

Proposals are due by end of day on May 10, 2022. The intention to bid and final proposals should be submitted electronically to [email protected].

RFP responses can be submitted in the Vendor’s preferred style.  There are no formal page limits, but we do believe in “less, but better.”   Responses should include:

  • Information on Vendor structure and personnel. Please include full bios of no more than two key participants. 
  • Portfolio with examples of similar projects 
  • Detailed budget breakdown. 

Bidders will be informed by May 25, 2022 if they have been selected.
