Open Gov Challenge: Quintana Roo, Mexico

Co-Create an Environmental Governance Plan


What’s the issue? Quintana Roo does not currently have territorial or ecological planning programs, which makes it more difficult to implement a plan for sustainable development in the state.

Given its reliance on tourism, the state aims to ensure that future planning considers the need for better environmental governance alongside other development issues in a new strategy.

What’s the plan? The Secretary of the Comptroller of the State of Quintana Roo and the Secretary of Finance and Planning committed to running a co-creation process for an environmental governance plan. The commitment will begin with a participatory planning process that will involve citizen dialogues and co-creation tables to discuss the direction and content of the plan.

Why is this ambitious? This commitment is ambitious because the environmental governance plan will become part of Quintana Roo’s long-term Strategic Plan for Sustainable Development. Creating a local-level strategy is key to ambitious climate and environmental reform, especially in that the new plan will help localize the Escazú Agreement in the state.
