Reform Description

In the field of corruption prevention, a key challenge is ensuring the proper structures are in place to regulate the acceptance of gifts within the framework of the integrity system. This responsibility has been entrusted to the Corruption Prevention Commission, with the objective of enhancing public accountability and transparency. A significant reform in this area will involve the creation of a digital gift declaration register (Gift Registry). This system will facilitate the automated declaration and evaluation of gifts, ensuring that all relevant information is recorded and made publicly available.

Problem(s) Addressed by Reform

The institution for managing the acceptance of gifts is relatively newly formed and still developing. Although regulations existed at the legislative level in the past, they have been significantly revised and clarified in recent years. In this regard, it is important to highlight that, to date, no unified platform exists for declaring and displaying the gifts received by officials, which would enable monitoring compliance with gift acceptance restrictions.

The electronic gift declaration platform will address this issue by facilitating a comprehensive process, from the moment a gift is received to its evaluation and the publication of the relevant data․

Relevance to OGP Values

It is anticipated that the information available on the electronic platform, except in legally specified cases, will be made public. This will allow anyone to see, for instance, the permissible gifts received by public officials, information on the giver, and other relevant details. This transparency will also enable public oversight of the gift-receiving process, and it will allow CSOs and other interested parties to monitor the data as well.

Intended Results

By the end of the scheduled period, the registry will be fully operational. Additionally, artificial intelligence components and digital solutions will be integrated into the processes. This will enable public officials and public servants to accurately record and declare the gifts they receive.

Milestones

Within the scope of this initiative, alongside establishing a digital platform, the primary emphasis will be on conducting awareness-raising activities and training programs for public officials and public servants focused on the general restrictions related to gift acceptance.
